Read the following:-

O R D E R:

The Government after careful examination hereby makes the following amendment to the orders issued in G.O.Ms.No.18, Energy (Power.III) Department, dt.14.05.2012 pertaining to APGENCO.

AMENDMENT

In the said G.O. in para 1, under the heading “III: Process of Selection of Eligible persons” under the sub-heading “A: Evaluation Criteria” the following shall be substituted, namely-

1. Director (Finance & Commercial):

a. The applicant should have minimum Bachelor’s/ equivalent degree in Commerce or an equivalent subject. Qualified Chartered Accountants/Cost & Management Accountants and Company Secretaries can also be considered as eligible persons.

b. The applicant, shall have at least 25 years of professional experience in various aspects of finance functions with any Central/State Government/Public Sector Undertakings. Out of item (b) above, the applicant shall have at least 3 (three) years of cumulative service during the last 15(fifteen) years at senior level positions of General Manager and Chief General Manager/Executive Director or an equivalent rank with any Central/State Government/Public Sector Undertakings and person shall have at least one year service in the cadre of Chief General Manager/Executive Director as on the date of notification.

c. Officers of Organized Group ‘A’ Accounts Services (i.e., Indian Audit and Accounts Service, Indian Defence Accounts Service, Indian Railway Accounts Service, Indian Civil Accounts Service, Indian P&T Accounts & Finance Service and Indian Cost Accounts Service) working in the appropriate level are exempted from the educational qualifications referred at item (a) above.

d. The applicants from Organized Group ‘A’ Accounts Services should have at least 5 (five) years cumulative experience at a senior level during the last ten years in the area of Corporate Financial Management/Corporate Accounts.

They have to work on deputation as per the terms & conditions of deputation of their parent department.

2. Director (Thermal):

a. The applicant should have minimum Bachelor’s/ equivalent degree in Electrical/Mechanical Engineering from a recognized College/ University/ Institute/ equivalent Degree in the subject directly relevant to the position.

b. Post Graduate in Engineering in the same discipline/MBA of 2 years duration/Ph.D from a recognised University/Institution is desirable.

c. The applicant shall have at least 25 years of professional experience with any Central/State Government/Public Sector Undertakings.

d. Out of item (c) above, the applicant shall have at least 15 years of experience in Construction, Designing, Development, Operation & Maintenance of Thermal/Hydel Power Plants. Out of item (d) above, the applicant shall have 3 (three) years of cumulative service at senior level positions of Superintending Engineer/General Manager and Chief Engineer/Chief General Manager/ Executive Director or an equivalent rank Central/State Government/Public Sector Undertakings and person shall have at least one year service in the cadre of Chief Engineer/Chief General Manager/Executive Director.

3. Director (Hydel):

a. The applicant should have minimum Bachelor’s/ equivalent degree in Electrical/Mechanical Engineering from a recognized College/ University/Institute/ equivalent Degree in the subject directly relevant to the position.

b. Post Graduate in Engineering in the same discipline/MBA of 2 years duration/Ph.D., from a recognised University/Institution is desirable.

c. The applicant shall have at least 25 years of professional experience with Central/State Government/Public Sector Undertakings.

d. Out of item (c) above, the applicant shall have at least 15 years of experience in Construction, Designing, Development, Operation & Maintenance of Thermal/Hydel Power Plants. Out of item (d) above, the applicant shall have 3 (three) years of cumulative service at senior level positions of Superintending Engineer/General Manager and Chief Engineer/Chief General Manager/ Executive Director or an equivalent rank Central/State Government/Public Sector Undertakings and person shall have at least one year service in the cadre of Chief Engineer/Chief General Manager/Executive Director as on the date of notification.

4. Director (Coal & Logistics):

a. Bachelor’s Degree in Engineering i.e., BE/B.Tech(Electrical/Mechanical/Mining) from a recognised University/Institute/ equivalent Degree in the subject directly relevant to the position.

b. Post Graduate in Engineering in the same discipline/MBA of 2 years duration/Ph.D., from a recognised University/Institution is desirable.

c. The applicant shall have at least 25 years of professional experience in Coal/Thermal sector with Central/State Government/Public Sector Undertakings.

d. Out of 25 years of professional experience, the applicant shall have at least 15 years of experience in Construction, Designing, Development, Operation & Maintenance of Thermal Power Plants/coal mines. Out of item (d) above, the applicant shall have at least 3 years of cumulative service at senior level positions of General Manager/ Superintending Engineer and Chief Engineer/Chief General Manager/Executive Director or equivalent rank in the Central/State Government/Public Sector Undertakings of Coal/Thermal sector and person shall have at least one year service in the cadre of Chief Engineer/Chief General Manager/Executive Director as on the date of notification.

5. Director (HR & IR):

a. The applicant should be a Graduate with good academic record from a recognized University/ Institution.

b. Post Graduate Diploma or Degree in Personnel Management/Human Resource Management of two years duration or Post Graduate Degree or Masters in Business Administration(MBA)/Post Graduate Diploma/Programme in Management (PGDM/PDPM) of two years duration from a recognized University/Institution is desirable.

c. The applicant shall have at least 25 years of experience in various aspects of HR/Personnel Management/ Industrial Relations with any Central/State Government/Public Sector Undertakings. Out of item (c) above, the applicant shall have at least 3(three) years of cumulative service during the last 15(fifteen) years at senior level positions of General Manager/Deputy Secretary/Superintending Engineer and Joint Secretary/Chief Engineer/Chief General Manager or an equivalent rank in Central/State Government/Public Sector Undertakings and person shall have at least one year of service in the cadre of Joint Secretary/Chief General Manager as on the date of notification.

The orders issued in the G.O.7th read above in regard to age shall holds goo and the other terms and conditions issued in G.O.1st to 6th read above holds good.

The Managing Director, APGENCO, Vidyut Soudha, Vijayawada shall take necessary action accordingly.
